The cheapest way to lift recycling was to change one default.
When the City of Holdfast Bay offered a new weekly food organics service as an opt-in, a quarter of households took it. When the same service was made the standard one, with the option to opt out, more than three quarters stayed.
Council-wide diversion went from 59% to nearly 70%. We measured the pilot, wrote the guide the state now uses, and the finding cost nothing to apply.
